Article 1 Name of Organization
The name of the organization shall be known as the Mid-Continental Football League
Article 2 Mission of the Organization
To provide an organized League in which member teams can participate at a high skill level in the sport of American Rules Football. To help member teams promote the further development of the sport in their respective communities, thereby allowing all persons the opportunity to participate in all phases of American Rules Football.
Article 3 Constitution and By Laws of Org.
Section 1
The Constitution and By Laws will be the complete Articles and Sections contained in this document, no more or no less.
Section 2
Constitution and By laws amendments must be proposed by the Rules Committee. Members my a make recommendations to the Rules Committee for proposed changes.
Section 3
Constitution and By Laws amendments must be submitted to Membership thirty (30) days prior to the meeting at which they will be voted.
Section 4
Constitution and By Laws amendments will require simple majority vote to be ratified
Article 4 Memberships
Section 1
Membership shall consist of two levels
  • Full Member - member who has served a minimum of one year in the MCFL
  • Probationary Member - member who has not had prior membership in the MCFL or one whose prior membership has lapsed.
Section 2
Membership runs for one year commencing with annual meeting and is automatically renews for Full Members in good standing.
Section 3
Probationary Members, if they so desire, will be granted Full Member privileges following one complete playing season as a Probationary Member
Article 5 Meetings
Section 1
The Full and Probationary Membership will hold an annual meeting during January of each calendar year
Section 2
A minimum of two additional meetings will be held during the calendar year following the annual meeting.
Section 3
Additional meetings may be called by the chairperson or with written request from fifty-one (51) percent of Full and / or Probationary Members
Section 4
Location of meeting will be centrally located to all Members and established thirty (30) days prior to meeting.
Section 5
The Chairperson or the Vice Chairperson, in the absences of the Chairperson, will conduct meetings.
Section 6
Meetings will be conducted according to Robert's Rules
Article 6 Quorums
Section 1
A quorum will consist of fifty-one (51) percent of Full and / or Probationary Members for purposes of conducting normal MCFL business
Section 2
A quorum will consist of fifty-one (51) percent of Full Members when voting on Constitutional or By Laws amendments.
Article 7 Voting
Section 1
Full Members or their appointed alternate will be allowed to vote on all matters coming before the MCFL.
Section 2
Probationary Members or their appointed alternate will be allowed to vote on all matters before the MCFL except Constitution and By Laws amendments
Section 3
A quorum must be present before any vote may be taken.
Section 4
Simple majority rules on all votes
Section 5
Executive Committee may vote on matters of emergency when it is impossible or not practical of the Full and Probationary Members to meet
Section 6
The Executive Committee may not vote on any matters that would involve spending any money not already approved by the Full and Probationary Membership
Section 7
Votes may be done via conference call or via facsimile. A quorum must be present for andy conference call or facsimile vote to take place and be valid.
Article 8 MCFL Officers
Section 1
The officers of the MCFL will consist of the following offices: Chairperson, Vice Chairperson, Secretary and Treasurer.
Section 2
Officers will be nominated and voted upon by the Full and Probationary Members at the annual meetings
Section 3
Officers will serve a term of one-year commencing with their election at the annual meeting
Section 4
Officers must represent a Full Member team. No Probationary Member may serve as an officer.
Section 5
Officers may be removed from office at any time by a 2/3 vote of the Full and Probationary Members.
Article 9 Officers Duties
Section 1
The Chairperson shall be responsible of at least the following items:
  • Conduct all League meetings.
  • Appointments of all standing committee and task force
  • chairpersons with exception of Rules Committee
  • Appointment of any League Executives.
  • Maintaining a League Office
Section 2
The Vice Chairperson shall be responsible of at least the following items:
  • Will act in the absences of the Chairperson.
  • Will act as Chairperson of the Rules Committee
Section 3
The treasurer shall be responsible for at least the following items:
  • Collection of all money due the MCFL.
  • Payment of all invoices to the MCFL
  • Maintain and report to the MCFL Members, the balance of all accounts.
  • Maintain records in accordance with generally accepted accounting principles.
  • Develop MCFL budget on yearly basis.
Section 4
The Secretary shall be responsible for the following item:
  • Recording of all minutes for any MCFL meetings
  • Reporting during MCFL meetings of recorded minutes.
  • Complete record keeping of all MCFL information.
Article 10 Executives
Section 1
Executives will consist of the Director of Officials and the Commissioner.
Section 2
The Chairperson will appoint executives
Section 3
The Commissioner shall receive no compensation for any work performed for the MCFL. They may be reimbursed for their expenses involved in MCFL work with approval of the treasurer and chairperson.
Section 4
The Director of Officials may receive an annual salary in addition to expenses if deemed necessary by the Full Board and approved in the annual budget
Section 5
Executives will be responsible for job duties outlined by the Executive Committee.
Section 6
It is not necessary to appoint any executives to conduct the business of the MCFL
Article 11 Expansion Teams
Section 1
Expansion teams will be any team that is applying of membership regardless of their prior membership in the MCFL or any other league.
Section 2
Expansion teams will be considered for Probationary Membership if they fit the geographical boundaries as defined by the Rules Committee
Section 3
Expansion teams must be sponsored by a current Full Member, that is in the closest proximity of their proposed playing location.
Section 4
Expansion teams must have played one (1) full season of organized minor league / semi pro football, under the same ownership and team name.
Section 5
Expansion teams accepted for Membership will serve a one-year probationary period.
Section 6
Expansion teams must have two-thirds (2/3) vote of the current Full and Probationary Members to be accepted into the League.
Article 12 Committees
Section 1
Executive Committee - will be made up of the board officers and immediate Past Chairperson of the MCFL
Section 2
Rules Committee - will be Chaired by the Vice Chairperson of the MCFL and will recommend and review all policy governing the MCFL. All Constitution and By Laws changes will be recommended by the Rules Committee prior to presentation to the Full Membership
Section 3
Publicity Committee - will be responsible of all media including but not limited to: press releases, media guide, and statistics. In the absence of a Commissioner the Chairperson will serve as MCFL ambassador.
Section 4
Special Events Committee - will be responsible for the annual all star game and all star selection process. They will oversee the MCFL championship game and any other events produced or sanctioned by the MCFL.
Section 5
Nominations Committee - will be made up of the immediate Past Chairperson and the current Chairperson.
Section 6
Task Force Committee - may be established by the Chairperson when necessary to deal with a specific topic or function.
Section 7
All committees will have a Chairperson appointed by the Chairperson of the MCFL
Section 8
All Full and Probationary Members are required to serve on at least one committee.
Section 9
Committees may have members outside of the MCFL Membership. All committee members outside of the MCFL may not vote in any matters concerning the Full Membership.
Article 13 Dues
Section 1
Dues for the MCFL will be set at the annual meeting with recommendation from the treasurer.
Section 2
All dues will be due and payable prior to the meeting the MCFL sets its schedule of games unless directed otherwise by a vote of the Full and Probationary Members.
Section 3
Dues will be for a period of one calendar year from the date of the annual meeting.
Article 14 Assessments
Section 1
Assessments may be levied against the Full and Probationary Members when voted upon by the full Membership. A majority vote is required to pass as assessment.
Section 2
All assessments are due and payable immediately after the assessment is approved unless otherwise so stated in the assessment
Article 15 Entry Fees
Section 1
Probationary Members will be required to pay a MCFL entry fee. The Full Members will establish the fee with recommendations by the Treasurer.
Section 2
The Entry fee will be due and payable at the first meeting that the MCFL schedules its yearly games
Article 16 Deposits
Section 1
All Probationary Members will be required to place a deposit with the MCFL upon their acceptance into the League.
Section 2
The Full Members will determine deposit amounts with recommendations from the Treasurer.
Section 3
all deposits will be accounted for separate from the MCFL normal operation dues.
Section 4
Deposit will be refunded at the tare of one hundred percent (100%) under the following circumstances
  • Probationary member has completed a full playing season in the MCFL
  • Probationary Member has met all responsibilities as detailed in the Rules and Policy Manual of the MCFL
    Probationary member does not owe any monies to the MCFL
  • Probationary Member is not accepted for Full Membership in the MCFL
Section 5
Deposits will be refunded at the rate of fifty percent (50%) if Probationary Member elects to cancel membership once accepted by the MCFL
Section 6
All deposits will be refunded 30 days prior to start of MCFL playing season.
Section 7
ll interest earned on deposits will belong to the MCFL
Article 17 Fines
Section 1
Fines will be levied against Full and Probationary members for violation of the MCFL Rules and Policy Manual
Section 2
The Executive Committee may levy fines not covered in the Rules and Policy Manual.
Section 3
All fines will be due and payable immediately after they have been levied unless otherwise stated by the Executive Committee
Section 4
Fines resulting from violations of the Rules and Policy Manual may be appealed to the Executive Committee. If appeal is made, Executive Committee's decision is final.
Section 5
Fines resulting from being levied by the Executive Committee may be appealed to the Full and Probationary Membership. Full and Probationary Membership's decision is final
Section 6
Appealing member is responsible for any cost to the MCFL associated with the appeal process.
Article 18 Rules and Policy Manual
Section 1
The Rules and pOlicy manual will be the official rule book of the MCFL.
Section 2
All Full and Probationary Members will be required to adhere to all rules and regulations as defined in the Rules and Policy Manual
Section 3
The Rules and policy manual may be updated as needed by majority vote of the Full and Probationary Membership
Article 19 Removals from Memberships
Section 1
Full and Probationary Members may be removed from membership at any time for the following reasons:
  • Failure to pay any monies owed the MCFL when due.
  • Failure to uphold the Constitution and By laws of the MCFL.
  • Failure to adhere to the rules and Policies Manual of the MCFL.
  • Any substantial change in ownership of a current Full and / or Probationary Member Team
Section 2
Removal of Full or probationary Members may appeal for reinstatement into the MCFL after remaining outside the League for one (1) playing season.
 
Note:
The Mid-contintntal Football League reserves the right to amend the League Constitution and By Laws as necessacery. Any recent change may not be reflecked on this website.
